Mobilizing multi-stakeholder network between Finland and Russia: Case of Reviving the Health of the Baltic Sea Sanna Lipponen

  • The Baltic Sea is one of the most polluted seas in the world and therefore in desperate need of special measures in each coastal country, especially in Russia. My thesis gives evidence that Russian actors can be mobilized to make environmental efforts only after the Russian government is mobilized. Moreover, a mobilizer group with a representative from the governmental, business and non-profit sector is needed to facilitate the process.
